actually, the cop was professional and trying to get the information but
the tool bag who wanted the information was not really there looking for a
record search, he was just there being a tool bag looking for some type of
shocking video which never materialized. Do you want the records or not?
Dick video dick with a camera.

the freedom of information act it for fedral not state

You need to make the request. If it takes time to process the request, ask
when you should return to retrieve the fulfilled request. I would respond
that you are making an anonymous request, and you will be happy to provide
them a request ‘po#’ to match up the request when you come back to get the
records. I also note that the statute does not have specific provision for
anonymous request, and furthermore, it does require that the requestor be a
citizen of the state of Arkansas. The state records act also provides as
    (e) If a public record is in active use or storage and, therefore, not
available at the time a citizen asks to examine it, the custodian shall
certify this fact in writing to the applicant and set a date and hour
within three (3) working days, at which time the record will be available
for the exercise of the right given by this chapter.

    wow another dumb ass cop

  6. hathganus10 January, 2014 at 6:37 am

Damn, where I live at, call the PD, they will tell you everything like what
their shift schedule is their badge, unit# etc.. They dont care who is
asking…. because they know it the law to give this information out. Just
dont ask for the cops phone or home address, that you wont get.

To be quite fair, he said he would get the information for you.
    1) How is this copblocking, 2)You acheive nothing, he is happy to assist.

john doe So in your opinion standing up for your rights is being
disrespectful. Well then I am a disrespectful son-of-a-bitch you will ever
meet. I served this country to protect our rights just so some dumbass like
you can condemn another American for standing up for his rights. For you
dumbass the very words PUBLIC INFORMATION means it is suppose to be
available to everyone WITHOUT any self centered interest being served. The
cop was trying to play badass boss. Jump through this hoop and then roll
over and I will give you the information you have every right to. So you
are welcome that you have the rights that allow you to be a dumbass. But
that doesn’t mean I have to set back and let you spout the bullshit about
an individual standing up for his and your rights and just let you get away
with the pussy attitude of a bootlicker, KOOL-AID drinking cops are right
regardless shit. Hubbard was the dickhead he had no right to know who was
filing a FOIA he just needed to comply. I would file the FOIA with the
court as a un-named individual and have a judge issue the prick a order to
comply. And before you try to claim I would have to supply my name and
address to file you are dead wrong. You simply file as a concerned citizen
since Hubbard refuse a lawful FOIA request. The video is the only proof of

marbles in his mouth and rocks in his head. good job showing how the tax
    payers are treated.

Captain Hubbard’s unprofessional attitude is one of the reasons that more
and more people today don’t respect police officers. Disgraceful display of
arrogance. The citizen was requesting information under the FREEDOM OF
INFORMATION ACT. Notice the word FREEDOM. This unprofessional public
    servant blocked FREE access. Disgusting.

The cop block guy was demanding and disrespectful. The officer was patient
and professional. The cop block guy was cop blocked because he acted like
he knew his stuff and demanded the docs when he did not get them when he
wanted them. I would keep an open mind about your silly angry and
predictably vulgar comments if I saw the officer doing antyhing at all
wrong on your own video. Put out one video that accomplishes anything with
a useful objective-with decorum. One video that shows cops blocking instead
of college drop outs with too much time on their hands? Please?

Do u not have anything better to do? Holy shit ur a douche.

  14. bluhousworker23 December, 2013 at 8:25 pm

From an objective point of view (if that actually exists) it does seem
reasonable but perhaps illegal, to ask for the identification of the person
who is requesting personal, albeit public data of the cities Citizen Police
Academy (which is what I found out they call their cops). It’s odd though
that if for years their policy has been to give out that type of
information without requesting to identify the recipient why you received
    such a cold rejection.

    corrupt cop!!

They seem to forget who they work for…we need to keep them accountable.

  20. Rick Coker6 December, 2013 at 10:21 pm

Captain Hubbard, I know you think you are protecting us all from
terrorists but, you might want to look this up. An American Citizen is 8
times more likely to be killed by a police officer than by a terrorist. I
suggest you go back and look at the oath you took.

  21. Rick Coker6 December, 2013 at 3:04 am

Captain Hubbard may want to watch how your request was handled by Theresa
at the Rogers PD. She was much more helpful and professional than Captain
Hubbard and probably at half the salary. Captain Hubbard’s unprofessional
attitude is one of the reasons that more and more people today don’t
respect police officers. Disgraceful display of arrogance.

  22. linn4913 December, 2013 at 1:32 am

Why would that be so hard to understand, names, badge numbers, unit
