Funding is a different issue entirely. Purely physically speaking, human desires are irrelevant. When it comes to funding, a lot of other aspects come into play, stature, recognition, testability, etc. and usually the funding is not enough to investigate all the different ideas. And in that regard, one desire may trump another. Ideally, all different ideas would be studied with the same level of scrutiny, and with disregard for the desires of humans.

If those desires do not have falsifiable predictions then nature is not the dictator but funding is the dictator. What mechanism exist to end such research programs or define them as irrelevant? I would say nothing, because failure is not a reason to stop but used as a reason to keep going.

However, the desires of individual physicists are irrelevant. Physics is dictated by nature, not by mathematical physicists, they can only have opinions.

They are not unifying physics in the way Einstein wanted. Quantum gravity is very much against everything Einstein wanted. Wow.
